Помещик Максимов, человек лет шестидесяти, не то что шёл, а лучше сказать, почти бежал сбоку, рассматривая их всех с судорожным, невозможным почти любопытством (Достоевский 1). They went out the gate and through the woods. The landowner Maximov, a man of about sixty, was not so much walking but, more precisely, almost running alongside, staring at them all with contorted, almost impossible curiosity (1a).

Но он становится стар, и он не то что жесток, но он слишком деятельного характера» (Толстой 5) "My father is one of the most remarkable men of his time. But he's growing old, and though he is not exactly cruel, he has too vigorous a nature" (5a).

2. Also: HE TO ЧТО...

...(A) HE TO ЧТО...(A) HE TO ЧТОБЫ (variants with что are more common) used in a two-part statement in which the element directly following не то что or не то чтобы is more pertinent to the speaker and the other element, an exaggeration, is used for reinforcement: not only...(, but...)(when, in translation, the element introduced by не то что etc follows the other, more extreme, element) let alonenot to mentionto say nothing ofmuch less.

(Говорящий — мул) «„Сейчас никому нельзя доверять. Даже собственному мулу не доверяй своих мыслей!" Ну уж такой глупости я от Самуила никак не ожидал. Я не то чтобы предать своего хозяина, я жизнь готов за него отдать» (Искандер 3). (The speaker is a mule) "'You mustn't confide in anyone now. Don't even confide your thoughts to your own mule!' Now, I never expected to hear such foolishness from Samuel. I not only wouldn't betray my master, but would lay down my life for him" (3a).

У Гудзя генеральский авторитет, но он безволен, трусоват, видимо необразован... Была бы воля Ершова, он генералу Гудзю полком не доверил бы командовать, не то что корпусом (Гроссман 2). General Gudz had the authority of his rank, but he was weak-willed, cowardly and obviously uneducated... .If it had been up to him, Yershov wouldn't have trusted Gudz with a regiment, let alone a whole corps (2a).

Миловзоров:) Шмага, ты не видал Незнамова? Будет он на репетиции? (Шмага:) Кто же его знает! Я не нянька его. (Миловзоров:) Вы, кажется, такие неразрывные были. (Шмага:). ..И мужья с жёнами расходятся, а не то что друзья (Островский 3). (М.:) Shmaga, have you seen Neznamov? Will he be at rehearsal today? (Sh.:) How should I know? I'm not his nurse-maid. (M.:) I thought you two were inseparable. (Sh.:). ..Even husbands and wives part company, to say nothing of friends (3a).

«Взял март у апреля два дня и нагнал такую погоду, что по нужде не выйдешь из-под крыши, а не то чтобы стадо вывести» (Искандер 3). "March took two days from April and brewed up some weather that was so bad you wouldn't set foot out of doors for a call of nature, much less lead the flock out" (3a).
